The ELAWR to ELLA Story
The Early Literacy Alliance of Waterloo Region - ELAWR for short - was formed in January 2009
in response to an identified community need to share information about programs, services and best practices
related to early literacy. At the time Waterloo Region’s literacy levels were 10% worse that the national average.
The vision was ‘to partner for early literacy to ensure a stronger future’ and there were 13 member organizations.

Early work of the Alliance included defining the Alliance through common language, creation of a blog, logo, website,
and the development of professional learning cafes and a bi-annual conference (held in 2010, 2012 and 2014),
in addition to some asset development. As of the summer of 2012 ELAWR expanded to 19 member agencies.
ELAWR’s goal was to improve literacy skills for all children (birth to 6) in our community by sharing, promoting,
educating and advocating. In 2015 ELAWR received a Lynda Silvester Award for Collaboration from the Lyle S. Hallman Foundation,
using the funds to develop a Strategic Plan, a Community and Marketing Strategy and on Advocacy work.

In 2018 ELAWR was awarded a Children’s Services Grant for a Prescription for Literacy project
which focused on influencing health care providers as a universal access point for young children and their families.
As it developed the pilot became the Face to Face Initiative, making significant progress until the pandemic hit.
Subsequently the initiative has been taken up nationally by the Canadian Children’s Literacy Foundation's ‘Early Words’ project.
In 2021 ELAWR received a GOS funding envelope from the Lyle S. Hallman Foundation.
This funding allowed ELAWR to rebrand and focus our efforts on engaging
a wider audience to influence the influencers outside of the ‘usual suspects’.
ELAWR rebranded to ELLA and engaged in applying the lesson’s learned since our inception -
widening our reach with Generator and Convening Events, video’s, podcast production
and innovative resources. We are now focused on co-learning and co-creating across
our community with an equity lens, and applying our learnings from social change theory,
targeted universalism and the Presencing Institute’s work on leading transformation for
social, ecological, and system regeneration.
